Revealed from the experiences of the already manufacturing organizations it is important to establish a well equipped hi-tech laboratory along with residential and other basic facilities for the working staff to have uninterrupted quality product. The initial investment can be high but will ensure the viability and sustainability of the project. Any sluggish investment during project execution or for any of it’s affiliated component/s can lead to an indifferent or unmeasured fate. Therefore the equipments planed to purchase for main lab, quality control unit, animal laboratory and for other affiliated technical unit are of high eminence and performance without compromising the quality over the price. The number of equipment is kept adequate to meet the entire needs of the project and not merely the basic needs. There is standby alternate for each of the key equipment, and there is prompt system of replenishing the obsolete equipment.
The project staff shall be provided with good salaries and other benefits to ensure their enthusiastic inputs and to minimize the misappropriations. Again the project specific scientists or their auxiliary staff usually have strong education and professional back ground hence most of them have high market demand and can get better salary jobs very easily. Even the cosmopolitan cities of Karachi and Lahore are having tangible shortage of well skilled Microbiologists and Serologists. Such shortage of them in the local market needs talent hunting on better salaries rather inviting them through routine government recruitment system which do not have any attraction for these highly skilled professionals. Although mandatory the ordinary recruitment procedure for government employees mostly pave way for introduction of less qualified less skilled un-experienced staff selected under political or other influences but may harm this hi-tech project of human life saving. Whatsoever the procedure of recruitment their working conditions should be added with a parallel strict monitoring and accountability system.
Strict quality control and introducing quality assurance system is another key concern for success. The changing global trends favor in-vitro experimentation parallel to existing in-vivo experimentation. The WHO guideline on ASV production insists on a standard quality control mechanism having least animal experimentation and supplemented with more in-vitro experimentation. Real professionals having advance education and experience of the subject are to be assigned to monitor the quality from purchase of raw material to the finished ASV before marketing it for human use. The utmost purification of the material for manufacturing ASV including the dried venom and the finished ASV can only ensure users trust and a high market appreciation within and outside the country.
Selection of local breed of horses having adequate herd immunity against local diseases is essential while purchasing horses for the project. Selection of horses of appropriate age, weight and health are two other important factors for ensuring quality ASV production. Careful animal farming with better feeding, vaccination, and preventive medication against parasites and other common diseases, safe drinking water and natural environment are required to have possible maximum productive life of each of the lab animal. Extra ordinary precautions not to inoculate exaggerated dose of venom, avoid too much or too frequent bleeding for ASV production and to prevent epidemic diseases will also add to better quality ASV. Once inoculated with venom the animal becomes almost a moving factory for ASV production and have maximum of five years for providing quality ASV hence will not be lost due to any act of omission or commission. The healthy animal if kept in naturally vigorous environment will provide better quality anti sera for the entire stipulated time.
Arrangements will be required for feeding animals on nutritious compound along with green fodder, comfortable and ventilated barns, safe drinking water and supplementary feed according to the requirements, timely vaccination against diseases, local methods to protect them from mosquitoes and to prevent them from internal and external parasites to ensure better productivity and to improve the overall herd performance.
Adequate financial resources especially during the establishment and execution phase are immensely important for the success of the project. Highly qualified/ skilled management with zealous vision are required for effective implementation and sustainability. Any sluggish response to the actual needs of the project or under estimation of the same may lead to a halfway problematic situation with ample chance of total failure and wastage of initial investment. Likewise any lackadaisical attitude in selecting the project management team will affect project operations, quality of product and may lead extraordinary wastage of resources.
Prompt fool proof security system of dried venom, finished ASV and of the farm animals is required to minimize the losses and for a favorable balance between the investments and the benefits. Few grams of dried venom costs equal to expenses incurred for security throughout the year. Any gaped security system especially of dried venom, lab snakes or any lethal reagent or chemical may cause a deadly mishap.
The agriculture land for the animal farming should be around 500 Acres so as to provide a naturally vigorous environment for free movement of the animals and for cultivation of adequate fodder. Any future expansion of the project can easily be accommodated for next 25 years if such 500 acres of land is acquired at the beginning.
The judicial use of means and resources to achieve clearly defined goals can be the key success factor i.e. the art of maximization and optimal utilization of resources and means for maximizing productivity and profits.
